The answer, is, well, NO! We often stay at, or only go slightly over a minimum billing of water. I think a high month was $35 (water and sewer) instead of $30. Usually it hangs out around $32.
However, have a running toilet for 3 days? DAYS, mind you (and not all the time, just a few minutes until you realize it’s running and go and fix it?) and it will cost you FOURTEEN dollars.
So which is worse? A slightly running toilet, or washing cloth diapers? Which uses more water? I think you have your answer!
